Thayne Special Town Council Meeting,
June 23, 2010.

Attending:  Mayor Don Aullman.  Councilmembers; Terry Titensor, and Jim Bartleson.  Clerk Joan Jensen.

Mayor Aullman called the meeting to order.  Mayor Aullman stepped down as Mayor for this meeting and served as a councilman in order to have a full quorum. 

Mayor Aullman informed the council that the Town of Thayne was awarded the Community Facilities Grant for the old school.  Mayor Aullman attended the meeting in Cheyenne, June 17^th regarding this grant with the State Lands & Investment Board.

Mayor Aullman informed the council that the councilmember’s were invited to attend a scoping meeting July 1^st at 9:00 a.m. at the town hall.  This meeting is in regards to the grant for the study for an additional water tank for the town.  Jorgensen Engineers and a representative from WWDC will be in attendance.

Council reviewed Ordinance # 258 regarding the budget for General, Water, Fire Department, Thayne EMT’s, Recreation and Severance funds for fiscal year 2010-2011 was reviewed.  Council discussed a 3.5 % raise for the clerk and assistant clerk.  Councilman Titensor made the motion to approve the increase in salaries.  Mayor Aullman (acting as councilman) seconded the motion.  Councilman Bartleson opposed.  Councilman Titensor made a motion to approve Ordinance # 258 on third and final reading.  Councilman Bartleson seconded the motion.

Ordinance # 259 regarding the town’s Sewer Funds for fiscal year 2010-2011 was reviewed.  Councilman Bartleson made the motion to approve Ordinance # 259 on third and final reading.  Councilman Titensor seconded the motion.

Council reviewed Ordinance #260 on third and final reading.  This ordinance provides for the mill levy for the Town of Thayne for fiscal year 2010-2011.  Councilman Bartleson made the motion to approve Ordinance # 260.  Councilman Titensor seconded the motion.
